Every story has turning points. At Uplifting Justice Institute (UJI), we believe those turns — even the most difficult — can become places of transformation. We are a community-based nonprofit reimagining how Colorado Springs approaches juvenile and community justice. Our mission is simple but profound: to repair harm, rebuild trust, and restore lives through restorative justice, trauma-informed care, and youth empowerment.

Founded by Robert F. Burrs, J.D., UJI was born from a conviction that accountability and compassion are not opposites — they are partners. For over a decade, Robert has worked within problem-solving courts, restorative programs, and behavioral health collaborations that help individuals, families, and systems find better ways to respond to harm. He has seen that when people are offered both truth and grace, they rise to meet the moment. UJI reflects that truth in every program, circle, and partnership we form.

We walk with young people, families, victims, and communities through every stage of the restorative process. From initial referrals to the moment when a harmed person feels heard and a youth accepts responsibility, our goal is to create spaces where justice becomes healing — not punishment.
Our Founder
Robert F. Burrs, J.D. — Founder and Executive Director
Robert’s journey in law and restorative justice began with a deep calling to help others experience the fullness of redemption. He has served within problem-solving courts, collaborated with behavioral health providers, and helped communities design programs that balance accountability with mercy. His leadership is grounded in faith, professional integrity, and a steadfast belief that justice is only complete when it uplifts.
Our Mission
To restore relationships, repair harm, and reclaim futures through restorative justice conferencing, trauma-informed supports, and equity-based community partnerships. We seek to heal what systems often divide, giving every individual the opportunity to be seen, heard, and made whole.
